I think the actions of the PNRI were pretty well within the boundaries of what they should have done, assuming they had any responsibility. They said everything in pretty understandable terms that will probably not strike too much fear. Fear may in fact be one of the main problems with radiation. While it is good that people are conscious of the danger, it would not be good for everyone to freak out over it. That would cause even more problems. Thus, I think the PNRI was justified in its response and generous in stating its ability to help anyone affected.
